It'd never happen because, as you realized, Garleans can't use magic and it'd take too much development time to make a bunch of new classes only exclusive for that race.

I think their argument could have been better if they said the female Au Ra body is pretty much a Miqo'te's (face being similar to a Hyur) and the males is a toned Elezen (their face being original, though).
I really hope that is not the case, otherwise people will ask "Why can't X and Y also be retconned as well?" I like things in the story to have some consistency or at least have a reallllllll good reason on why something is changing. Not to mention in the Garlean's case, it'd be weird for people who are starting out to see Garlean players having access to magic and are left wondering why the ones they're fighting in the story can't use any magic.
That won't happen because Ferne all but came out and said the Garleans cannot use magic simply because they are physically and aetherically incapable of doing it due to a quirk of biology (it's the reason why they resorted to creating technology/magitek - it's to compensate for their lack of magical ability). No matter how hard a native-born Garlean may want or try, they will never be able to manipulate aether into magic - their bodies simply do not allow it (and in fact would probably kill them if they tried).
That point alone is probably the big reason why Garleans will never be playable (even ignoring the fact that they've been portrayed as the game's antagonists since the very beginning in 1.0, but I digress).
Though when you think about it, that's more than what a Viera would have. SE will most likely not design them with their "interesting" feet and rabbit ears can already be purchased (for ladies only).
I just want way more options for the current races. Like Au Ra females having cute and fierce presets instead of just cute. I would actually play Roe if they had better face options. Females with a little muscle actually looks great. Especially for WAR
