I guess you're suggesting to remove the spirit bond bar for those gears you can't make into materia? If wrong I apologize.

錬精度は装備品の使い込み度合いを示す指標ですので、マテリア化のためだけに用意されているものではありません。
実際にクエスト「蘇る古の武器」のように錬精度をためることが求められることもあり、
マテリア化以外の用途もあったりします。
Spirit Bond shows how much you used on those gears and isn't prepared only for materia. There is actually a quest in "Relic Reborn" which requires you to get the spirit bond up and used for not only materia.

なお、現在マテリア化できない装備品でも、今後マテリア化できるようになる可能性もありますので、
その点はご理解頂ければと思います。
It's also possible for those gears you can't materialize right now to be able to in the future so hope you can understand that.

誤ってマテリア化してしまうことに対する防止策は引き続き検討していきますので、
また何かありましたらフィードバックをお寄せください。

クエストについてですが、パッチ1.22bで追加された
「被疑者の男」「暗中の光明」「対価の報い」をクリアしておくと、
スムーズにスタートしていただけると思います。
Regarding the quest if you clear the quests added in 1.22b you should be able to start the new ones smoothly

They showed me a bit of the developing cut scenes but I couldn't stop smiling :p

Personally, I dont mind this to a degree, though I personally wish they would introduce items with charges on them, such as XI's items did. And in the way of Sanction, create a ring or a scroll still, with 5 charges for instance. Let it cost more seals, to balance out the quanity vs power, but atleast then players (like moi) wouldn't have to go into an instance.. die, pop sanction scroll, die again and run back to a GC to get scroll/sanctions. Its not about 'play better!' either lol

This is for skirmish

Short translation today, can't type too much with my right hand right now.

This one basically saying the NPC for skirmish that one that calls you poop... that is actually an error and that message was supposed to be for when if you leave in middle of Skirmish and supposed to have another message when you win. So that will be fixed in 1.23a

Also says they plan to fix the issue where you can't invite the members who d/c during Skirmish in this patch as well
