Excluding Players from Ultimate Savage is Not the Right Move

The biggest problem is actually finding players who are willing to do these fights. You may easily spend days and weeks just on that, especially if the battle is recent enough to not be cheesable and you still need to prog it. This brings another thing that shouldn't exist, and it is weird sync model that just strips out your materia entirely. Like, if you skipped first savage tier, you effectively locked yourself out of FRU unless you get into static that is willing to also farm gear for their members.

It's definitely not hard to find people doing glam runs for P8S or P4S, even on Crystal.

If you can't prog old savage, then why are you going for the ultimate? The reason the lock is there is to guard against people who shouldn't be in an ultimate.

Not true at all, what are you talking about? Do you actually engage in any of this content? People still do Wicked Thunder to farm FRU BiS, or just to unlock the fight in PF. It's also an incredibly easy fight, especially since you can end the fight after mustard tank busters in p2. I farmed gear with a few friends that wanted to hop into FRU PF for fun. People are probably less likely to do it now, since everyone's doing the savage tier, but before this tier dropped there were groups every day for Wicked Thunder. Once people clear this tier, it's back to FRU until the next ultimate.

Well specifically I totally can prog it, the problem is usually getting a party

Like... no they don't? At least not commonly in PF. You maybe will gather a party in some hours that will with high chance just disband also.

I mean specifically for me it's not a problem at all: I have gil, I can make merc party and get carried through any fight without progging through it at all. But I can clearly see how this can be an issue for general players.

I see your point. But as long as it is locked behind the savage raid, people will have an incentive to do it, and so this piece of content will be evergreen. You can expedite the process with a merc party, but typically, in my experience, people will just join for the sake of unlocking ult.

If you are trying to do it now, yes, because savage just dropped. But even in the worst content drought, people still grind out FRU,and there's groups throughout the day unlocking/gearing. Give it a few weeks once people are done with savage, and you'll start seeing people do FRU again, as well as unlock it. I made like 3 parties in November on different days and they filled within an hour.

If you can fill merc parties for a lousy few million gil, you can find people who are interested in unlocking, farming BiS, or even just helping out.

im not good enough either, the content just wasn't meant to be for me. it sucks but its a dps check for even harder content. Im not trying to be an ahole about it either we simply keep trying and trying but im not going to force the business to make changes to change the experience either. Maybe one day I will get there maybe I wont.
