"can't" and "can" aren't the point. If the game wasn't intending you to make use of more than 2-3 skills and/or abilities we wouldn't even have more than those 2-3.
You can't do these "higher" end things like 8 and 24 man content without first clearing through all the required 4 man content.

This a player community thing not a game mechanic. And opens a whole debate on efficiency, speed runs etc. The game was not designed around mass pulls. Their current balance and gear system do allow for this to happen though with good use of abilities and certain gear threshold. However, most players do take advantage of this being possible to speed up dungeons runs. Whether a tank does big or or small pulls doesn’t other me. But honestly I’d rather have a mix by design. Some large packs some small packs that hit like a freight train and require more planning.
Because when he reaches his post limit. He goes to bed, he post on here right before bed time. I hop on the computer when he goes to bed and reaches his limit. I'm mostly doing other things and don't get a chance to relax until he sleeps.
I mean him and I posted same time before. But while he rests Im relaxing before I go to bed. And that time is now. :)
Actually yes, if players get better we get better tuned content and more of it.
Fun fact, Yoshi P has actually said he would like to introduce DPS meters in the game without the ban hammer if the playerbase was actually better.

A: No. I 100% understand that you want to see your DPS, but then people will demand to know your DPS and there will be fights. And it would then mean someone would take the tool, and make it so you can see everyone’s. And we understand fully that people want this tool to get better themselves, but we are certain that it will lead to fighting. But we are always considering it for the future. So, during 3.X we saw the skill gap between good and bad players increase, which is why we are focusing on re-developing our battle system to close the gap. Once that happens, we will consider it. But now, it would just hurt the community. I’m not sure if I can say this, but we are working on a system that doesn’t display a number but may be a system that you can try and then try again, to make yourself better. Hmmm. It’s probably never been done on an MMO before.
Essentially, and from the word of Yoshi P himself, bad players are holding back good players in this game.
