It happend to me as well in Empyreum ward 11 plot 30, i took my money back out again since that was the only option. Can this still being fixed? I wanted to upgrade the fc house to a large house. How can this being fixed?

Steps:
1. Signed up for the plot lottery in Sargatanas server.
2. Waited for the results to be made available
3. Lottery results came back with a winning number of zero.
4. Took my refunds to make sure I didn't lose my gil.

4. Collected my refund as I didn't know this was a bug at the time (I just thought I'd lose and SE was being funny about it by giving me a 0)

Steps:
1. Bid on lot 48 after an hour of 6.1 maintenance and server going live, deciding to double down two bids with my FC leader (Mihai Castor) and myself on the same plot. Became the only two to bid on the same plot
2. Proceed to stay up with potential neighbors until 8AM, the Lottery results came back with "Winning number is... 0" with only 2 participants in the lottery.
3. My FC leader collected his refund out of fear of losing it, I have kept the gil in the Lottery as ingame proof I had a bid as ticket 2.
With the only two bids on the house being only my FC leader and myself, we still lost to nothing. I am hoping to get the FC plot that we bid on in the ward it is in, the neighbors (who won their bids) are great and friendly. It would be sad to lose them as neighbors especially after the chats, well wishing and good lucks we had and exchanged to pass the time as we kept each other awake through the night.

Same here, our FC seems to have been the only participant but it rolled 0, we have not withdrawn the funds yet.
Empyreum, ward 4, plot 18.
Empyreum Ward 19 plot 21 on Malboro has the 'winner is 0' error as well, I'm one of 9 bidders there.
Do we have confirmation on those that checked and got their gil back? Like what happens, do we have to wait until the next lottery for us to get back in? I'm still looking into this myself, so if this has been answered already I apologize.
This happened to our FC on Mateus as well... Ward 2 Plot 30... Makes me wonder if it isn't a flaw in plot 30 in all the wards since it seems to be going thru many of us. 9 bids on our plot all from our FC, and we lost to a 0.

Am happy to give the gil back if they can fix the issue with the lottery
I did see the second follow up info they put out about this issue. They mentioned in the second follow-up that they can confirm status's of entry applications via their logs and that these can be referenced so that those who did accept the gil refund (due to losing the lotter) will not be negatively impacted by measures they take afterwards?
Not sure if that means that if you did win the plot but got the bugged result and took the offered gil refund if they can fix it so that you take ownership of that plot and just need to give the refunded gil back or not?
The Brynhildr FC houses that I recorded that had large numbers on 4/14 without additional entries by 4/16 have been unable to be claimed.

2. Waited for the results to be made available.
3. Lottery results showed as the winner was 0, there were 16 entrants
4. Took refund of gil assuming I had lost
5. update that lottery bug had been fixed, returned to plot
6. Plot now says that there were no participants, but still shows 16 entrants and no winner.

2. When results were ready it said winning number 0
3. Thought I lost so I took my money back
4. The bug says resolved today, but it is still showing the same thing, 3 people participated but when clicking view lottery results, it shows no one participated.
They appear to still be working the issue. Please read the information from the link below for all information they released about the issue today.

I'm still seeing the bug results as a sole bidder that took the refund so maybe not quite there yet with us.. The wording of the last update about the data is a little confusing also. Seems maybe they haven't quite got it totally worked out yet on that end.
As stated in the news message it will require an all world maintenance to overwrite the housing management server with the results from the lottery server, which has not been announced yet.
Please wait until the all world maintenance has been completed. This information is in the news announcement.
Whether you take your gil or not, it will not effect the results if you have won the lottery. If you have won the lottery on a plot, you will be awarded it.
The way to collect and resolve the gil collection issues will be announced once a method has been decided.
Please keep the gil on hand and do not spend it, you will need it to complete the purchase.
