Because it was always under the idea that removing it WITHOUT replacing it was a huge mistake, and acknowledging that Foe's did have it's issues (sometimes tank cast times, unclear to new players on how refresh worked, no longer fits in a game style where healers and casters were responsible for their own MP, pre-pull taking aggro, etc etc). Now here we are here 2 years later and we finally GOT that replacement that DOES address some of those problems and now everyone is bemoaning how much better Foes was.
Look I'm willing to say that from an upper level standpoint I do miss the Foe's/Refresh mini game, but I'm not gonna sit here and pretend that Foe's was some perfect ability, and Radiant while there is some small issues, certainly has strengths that Foe's simply put does not have. Radiant is literally the dev team addressing what the players asked for, a premier powerful support ability that has some flexibility and isn't just a simple "Press button on cool down". What's impressive to me is BRD's didn't sacrifice anything for this. Battle Voice kept it's current strength (got a buffed CD on top of that), and the passive songs are still present. I still bet Dancer is probably the best rDPS booster of the game but BRD is no longer in this weird middle ground between it and MCH, it feels like BRD instead is just maybe a percentage or two off of DNC's damage boosting utility, and it's DoTS and oGCD's make up the diff on the personal DPS side.
