Just got my Fenrir mount yesterday!
It was quite a grind and it does not fly, but I still love it and its an achievement I can be happy about. If I can fly with it later awesome, if not at least I can enjoy it on the ground.
Regarding how would the mount fly, I wouldn't mind some quest where upon completion you could unlock a "magic" or "technology" that allows the ability to take to the skies. /think /shrug.
As nice as it would be for SE to include something that explains how something that can't fly can now fly, I doubt they'd make a quest... still, that would be all well and dandy.
I still won't like it, but at least it'll be explained and not feel like a post-it note.

Reminds me of a reddit post I've seen where someone wanted the Antitower animation for flight.
Why do people want everything to fly... good lord. At least have a good explanation for why the thing flies.
Oh for chrissake. Just because they don't spoonfeed us updates about everything they say they're looking into ways to implement doesn't mean they aren't doing it. I swear if people would just have some patience we'd have a lot fewer necros and repeat threads.
I think what he's trying to say is that FFXIV's Fenrir is just a wolf, rather than an esper or god or something.
I love how people are questioning how Fenrir is going to fly yet we have a spinning, flying Adamantoise with fire coming out of its legs.
Just proves people are just nitpicking.
I mean its optional to use these mounts as flying mounts so if you personally don't like one of them flying then just use them as ground mounts?
It always baffles me why people will fight against optional stuff. Like I personally don't like the PVP in this game but I don't care when they add more of it since there are other players who do like it; its not like the game or anyone is forcing me to PVP anyway.

Square, people aren't going to continue buying that mount if it can't fly. You're losing potential money here.
I think more people want the Slepnir mount for the awesomeness it is instead of worrying about whether or not it can fly (and if people don't got heavensward, flying is a useless feature anyway). The mount ran its course anyway.

this last bit here is so vague that it could justify fenrir mount flying lore wise anyway for example Dragons descend from homes and can fly, humanoids can descend from a mountain anyway they wish be it skis/falling/walking/snowboarding etc and can't fly the word 'descend' is left up to interpretation which i believe the devs are doing.
As for whether it should fly is down to the player base and the dev team response to the player base same with any other mount. i personally don't care if it can fly or not or any other mount for that matter, i don't want the devs however to spend too much time on making every mount fly when there are plenty of other things they can work on to improve. Its nice but not necessary within the game at this point in time
Actually, the description for the Fenrir Horn says:
"A gilded horn that when blown, summons a purebred Abalathian hoarhound mount named after its pack's legendary leader."
Then the Fenrir cards says:
"A massive hoarhound beholden to Lady Iceheart. With its shimmering hide reminiscent of pale moonlight and a demeanor just as cold, this imposing beast was named after the legendary spirit-hound Fenrir."
And then the description of the Fenrir pup says:
"...this young hoarhound with soft blue fur was named after the spirit-beast of legend with hopes that he would grow to become as fierce and powerful."

I've questioned it once or twice and I'm still not a fan of it. Especially since it's not explained whatsoever.
Will this mean that if a Fenrir Primal comes along, they'd have to change the Snowcloak boss name to "Hoarhound" or something?
Fenrir wasn't just a god he was a summon. Since summoner in Xl could summon him. So if SE decided to add the Actual Summon IE a primal as the real incarnation of Fenrir then. This version will end up getting its name change to something else. Since its SE they can do what they want. So if this wannabe Fenrir King of the wolfs or what ever does it truly matter?
If Fenrir can fly, I have to say I fully support a tail helicopter method.

Antitower is due to aetherial sea's proximity I think. Flying turtle is by thamaturges going "hey guys watch this" ( I admit I found it funny ). I notice when it comes to flight, they need to have some reasonable basis ( even if it's for comical purposes ) for it so they'll probably find some way to make Fenrir fly maybe.

the post from SE that they are "looking into it" was over 4 months ago. how much longer do you think we have to patiently wait without any information if it is ever gonna happen or not?

Make land mount run faster then the current flying mount boom! Solved only on HW area only btw but flying will still be faster since can fly over cliff

Magic. Simply put, the fenrir mount was enchanted to fly.
Wanna argue it? We can keep arguing fantasy and make belief things until the cows come home until you feel "satisfied" why a mount is flying. Only to not care 3 days later.
Because sometime's a 'why not' and 'it's just a fantasy game' isn't enough for those of us really like the lore in the game. Why can the turtle fly? What's making it fly? Why does it spin? How is our character not flying off the mount after a few spins?
If it were explained or were part of a quest to unlock flight for it (that explained everything asked), then I'd probably be fine with it. I'd still call it stupid, though.
As an obsessive compulsive collector, I bought every mount & minion from the Gold Saucer & Cash Shop, but I find it ridiculous that the most expensive mounts on both don't fly while their cheaper counterparts do. Just on that fact alone that Fenrir & Sleipnir are the most expensive mounts, they should fly, lore be damned! I still go to ARR areas, because I didn't rush and level every role as fast as possible, so I still use these mounts on the ground, but they should definitely fly in HW areas, too. I really want Sleipnir to fly as I made it my Dark Knights designated mount, which I want fly with in HW areas.
The turtle can fly because Manderville Gold Saucer. You never ask why to a Manderville.
