Exactly. Most people don't need such high download speeds anyway unless they live with a family that all share the same connection. If you got a lot of people all using the same internet, then you would need more bandwidth to play with or everything chokes. For the results I posted earlier, my family and I pay for those kinds of speeds because we are always online (PC, phone, tablet, game consoles, etc) and multiple devices can eat up a lot of data. If you live alone or don't have people who hog your net, you can easily get away with a lower speed and there'd be little difference in downloads.

Yes, transfers are never faster than the slowest link on the route. I have an optimized routing between home and work, so I can use most of the upload speed.
