I found he was having servere packet loss and problems and other problems with a routing server in Palo Alto, CA (owned by Tata Communications). I researched this routing server and found out people playing WoW, GW2, and many other mmorpgs living in CA are having the same problems.
I told my friend to call Verizon (his ISP) and explain the problem and they need to reroute him. They blew him off at first that it was not a Verizon problem. I called Verizon on his behalf and made this a 3-way call between Verizon, my friend, and I. After the conversation, Verizon did reroute him and now my friend's connection to SE game servers is great. Today he tells me that he doesn't get disconnects and doesn't lag like he use too.
The people giving the advice are correct for solving these problems addressed in this thread.
I had login problems like everyone in early access and at launch. I understood the servers was being overloaded. After the 9/4 maintenance, I don't have anymore problems with the game. My ping is around 30-44ms on peak times.
