Unfortunately no, this is why it is so perplexing to me that some people can get this issue even on the same network with others that don't. I'm not sure if it can be classified as a bug either as it's more of an error. I'd hate to have to face customer support about this as I feel it's nothing they could do as it is with the server.
Don't take my word for it 100%, but after what I've tried that seems the case.
When i can get in game it's always a problem with Receiving no data. However I'm able to send data. This gives me the idea that I can connect and download the game just fine, but the game servers are refusing to send me info.
But, be Advised that I'm no IT or server expert. I'm kinda in the dark like everyone else. ><

I have the same problem, although one thing : I can't play on my main on Malboro, but I was able to play on another toon on Ragnarok.
I am on RCN in the Lehigh Valley, PA and didn't have a problem until 9/2 as well. Tonight I did a ping test to the SE NA/EU server in Canada and have considerable packet loss over 1000 seconds. When I ping the Google DNS ip for 1000 seconds, no packet loss.
No idea what is going on. Called RCN told me they don't see anything wrong from their end.
The worst about this is that we're getting no info from Square, I understand they're way busy but it would be nice if they would at least acknowledge that there is yet an other problem with their servers.
