I'm having a similar issue. i'll try and give as much info as possible, so here we go...
(This Problem seems to be solved. Overwolf, TS3 overlay, and possibly raptr cause it. disable them and it goes away.)

This is the ONLY game that this happens on.
It happened before and I re-downloaded
Both the first and second install worked beautifully until I quit the first time, then the stuff in the video started happening.
It doesn't matter if i use full screen, window, or borderless
if there is anything i missed, just ask. I'm anxious to get back to playable. (updated to have the correct settings, as the old ones were from where i was fiddling with stuff)
