Does anyone know if larger groups will require/function well with both a pal and a war in party (such as 8man)?

For functionality and being able to beat the fight/instance I doubt it.

For loot allocation and groups that REALLY wants optimization for each spot probably. I highly doubt I fight can't be beat without having BOTH PLD/WAR.
