If you're referring to the Ultima-looking image, that's unquestionably Gaius... if it's not Gaius, it's something imitating Gaius or it's a Legatus we haven't seen yet, but I've been saying for ages I don't know how anyone thinks its Nael over Gaius. Sure they have the same chest piece, but totally different horns.
What better weapon could Solus zos Galvus have than Gaius van Baelsar who is known to have killed 8-would-be usurpers to the crown. Him turning into Ultima Weapon is like icing on icing on a cake.

I'm with you. Definitely Gaius. No way those horns are Nael. Though I did see a post somewhere when someone thought its wings looked like Darnus' horns and it was like someone stacked both their heads on top if each other like some combining mecha. That was amusing

The label does point relatively in the Cartenau area... but maybe the red circle is meant to represent the area where we actually engaged the enemy as players?
Question though is why Nael is still depicted as a key enemy in: http://eu.finalfantasyxiv.com/world/threats/key-enemies

Most likely it's because the introductory events to ARR will mention him and his actions and the site is thus introducing you to the figure you're going to hear a lot about.
Either that or SE just wants to milk how badass he looks for as long as possible before they're only allowed to show him in echoes or his own spin-off PS Vita game.
If we do some echo-jumping, there is a good chance we'll bump into him.
Watching his descent into madness could be somewhat amusing.
