Nothing stops new players to join an old server. I don't see a reason y they would make 2 separate ones. I just hope it'll be actually one of the old servers and not a new one since old players can't transfer to new servers.
What just came to my mind is, if there also will be a RP server for each datacenter? o.o

That's just the same general argument against regional datacenters, except splitting them further into RP-labeled ones.
SE hasn't announced anything, other than saying they're waiting to finalize plans and announce around Phase 3, possibly after seeing how many of all v1 characters decide to move to different regions or servers for launch.

this bring my memory back to around jan. 26, 2013, I read a part (not in English) listed inside "The things newbie need to know, read here first". #6: translation is like:
"Besides Chinese server (there is a Chinese company purchased the license) will be in China only, all the rest are linked to Japan. No segregation between nations."
So, I asked the owner... "Isn't the Data 'servers' will have NA server, EU server, JP server?" exactly word.
He replied to me, "This is the first time I heard this!"
"I just asked the people in the forum, they said SE is only put 'data center' in each regions, but the final data will be sent to 'servers' in Japan."
That's what I thought initially when I see the data center news... however after so many NA forum threads... I went to other way (NA server, EU server, etc.)
I'm still confused.
oh no Chinese due to their law, I think they have to have the server in China, so the internet police can screen all the conversation and contents. However, SE want to have the international servers... so that's why Chinese get their own Simplified Chinese version (ARR translation 80% done, and I think SE translated for them) and individual server like in WoW I think...

I think what it says indeed, NA has NA servers; JP has JP servers. Otherwise, he didn't need to explain "For those who want to play with players outside of their region, ..." part at paragraph 4.
