OP's quote from the Lodestone post got me wondering how large an Imperial Legion actually is:
1 Legion = 10 Cohors
1 Cohor = 3 Manipulae
1 Manipula = 2 Centuriae
=> 1 Legion = 60 Centuriae
One would expect a Centuria to be 100 troops. However, we would also expect it to be led by a Centurion, which we have seen (e.g. Into The Dark) leading groups of 5-15 soldiers, so perhaps far less. This yields a Legion size of 3000-9000, or 60000 if you take Centuria literally. Based on what we see in Castrum Novum and the End of an Era trailer, 6000 seems appropriate, but if you include the randomly spawning imperials, assuming they belong to the VIIth, perhaps 60000 is correct.

I think the theory that each legatus is associated with a FF is interesting. Might be true also.
Nael was in charge of the 7th, and he has plenty of FF7 and sephiroth references.
This seems more than a coincidence, if you ask me. SE is known for being attent to detail. I doubt its just a fluke.
Then again, I don't think there are 14 FFs. Just a renaming issue... so maybe that disproves it? lol
