This in particular is one where we have the tech to make the map appear differently depending on where you are in MSQ or in a specific questline scenario (think Doma restoration.) Just The Brume would need to be cleaned up, and I could see that being contingent upon reading the end of a 7.55 with "okay we finished the housing area and all those Firmanent resources got put to use on the damaged outside areas" - with a disclaimer that more resources are still needed at the Firmament for additional repairs in the middle zones of the city, and eventually for the abandoned hamlets on the other side of Griffin's Crossing, so there are reasons for people to keep doing Firmament.
The larger organization I work for has ~15,000 employees.
My software development team has 9 employees.
It means that procurement, accounting, HR, and all that other stuff isn't handled by anyone in our team, it's handled at the higher levels. We can reach out to other departments for assistance sometimes (because we only do software dev, any time we need networking help that's a different department) but 90% of the work we do is work only we can do. And while we definitely want to hire more help, hiring another person right now isn't going to make our software development go any faster. It'll just slow it down because we have to train them.
