In my opinion SE make a rod for their own back they nerf and change the lower dungeons which were already easier due to level cap/materia/gear. So this means new players have it extremely easy for a good 70 levels. Now if the level 100 dungeons were side quests and the only requirement to raiding was level 100. They could throw them a jump potion for x levels so they can fight in harder content and then level another class through the story.
