I also noticed that everything looks somewhat blurry when I'm moving (DLSS or AMD FSR). I hope they add an option to disable it, cause it's pretty annoying.
PS: 1440p @ 144fps/hz, Max settings w/ DLSS (can't turn it off)

I've seen some people claiming that the DLSS/FSR issue can at least be minimized by reducing the resolution scaling from 100 to 99, but I'm not using either, so I can't speak from personal experience.
Bumping once again to make sure people see this. You are not alone.
I saw/see it as well.
It’s a blurring that occurs when there is motion of any kind. It started in the beginning on the ship, you could see distortion around the mast of the ship in the sky as it moved through the water. When on Tural itself, any time your character moves, everything beyond a short distance blurs. The moment you stop, you can see everything sharpen up. It happens on DLSS and FSR, it’s more noticeable on DLSS though. It occurs with both disabled as well but is more noticeable when theyre enabled. It also occurs even if you uncheck the box that says “blur objects in motion”.
My PC is more than powerful enough, and my frame rate doesn’t drop low enough to enable DLSS or FSR but it still appears as if they are engaging. It seems like it’s something entirely separate from DLSS or FSR though. I haven’t checked the old world yet to see if maybe it’s New World specific. I’ve tinkered with all the settings and it seems baked into the new graphics themselves. I have no doubts it will be addressed and alleviated but it may take time depending on where the problem actually is.
I can't stand any form of blurring effects in a game. My brain thinks my eyes aren't seeing right so they give themselves cramps trying endlessly widen and shrink in an impossible attempt to focus.
Your response to people experiencing physical pain is to mock them? That's incredibly callous.
You can suggest that people are experiencing a "placebo" or even have an inherent eye problem but there's no reason to punch down when talking to people who would obviously be frustrated over something they have no real control over. Placebo or not, they've said they've tried adjusting graphics with no improvement in the issue.
I'm honestly not sure what is happening with the resolution scaling. I'm not using FSR (have it disabled in driver), and I took it from 100 to 99 in game and it instantly made metal on armor look more defined. Where it was darker and more blurry at 100. I was next too a persons chocobo that had metal armor when I did this, so it was the first thing I noticed.
The amount of bloom in the game got ramped up as well, and you can't even disable it (pre DT disabling glare in settings fixed it but that doesn't seem to work here). Been giving heavy eye strain and headaches, borderline unplayable for me. Would be great for a setting to disable it.
