The issue is, why would "Ramuh" be such a powerful skill compared to any other summon?
Like, it doesn't make much sens.
I'm convinced it's just FesterII too, they'd never showcase a "big main" skill on that. If we do keep Ramuh, or 3 new summons, it's gotta be in the skill showcase.
The issue with introducing Ramuh, to me, would be that it should be a minor summon like Garuda, Ifrit and Titan.
If you add 1 minor alone, it doesn't fit anywhere in the rotation unless it does something like "replace your next summon by Ramuh".
But then, if you add Ramuh, why just Ramuh? Why not Leviathan and Shiva to complete the 6 elements.
This could fit neatly, Bahamut > Garuda/Ifrit/Titan > Pheonix > Ramuh/Levi/Shiva and add some complexity to that job.
What would need to be considered is the dev cost. 3 new stance would probably be costy, we're still talking about at least 3 new animations, possibly more.
On top of that, there'd be the issue of Shiva.
Lore wise, you do not summon shiva, you become shiva. Therefor, what would make the most sens would be that shiva becomes a Reaper like ability where you assume Shiva's form.
But this would probably be very costly in term of developpement.
I agree with you when you say, they'd probably priortize adding more to smn simplicity.
Personally, assuming 3 extra summon would be impossible, I'd go for Pheonix and Bahamut having an extra button to make the burst phase less brain dead.
