Then what you're confused about is what Job System means in Final Fantasy context. It means you can change your Job. It's used to describe the systems in games like III, V, X-2, XI, XIV, etc. Characters in IX have assigned Jobs but it's not a Job System because they can't change from those jobs.
No, I'm not. I am well versed in what FF jobs and the job system are, and that should be pretty clear based off my statements thus far in this thread. I never said games like III, V, X-2, XI, and XIV do, or do not have job systems. You are trying to state that FFIX does not have a job system. Sorry, but this is just wrong.
How a job system is structured can vary from one FF game to the next. It most certainly does not mean "you can change your job" specifically. That is just one of several ways the job system has been implemented in some FF games. The bare bones of it simply means jobs are present within the game, and a job is structured to have a certain set of abilities and skills tied to it. That is why I said games like VI, VII, and VIII do not have job systems. At best characters have niche abilities/limit breaks that are based on the weapon they are using, which is exclusive to them. This is not enough to constitute an actual job, though.
To elaborate further, in a game like VII, every single character can learn restorative magic such as Cure. In a game like IX only Garnet and Eiko can use these abilities. Other types of curative skills such as White Wind do not count. Same concepts can be applied to other skills such as Climhazzard, Steal/Mug, Firaga/Blizzaga/Thundaga, Meteor, etc.
IOW, tl:dr? In order to "change your job" in the first place, what a job is has to be established in order to even be able to change to it.

Jobs aren't just spells. What's the iconic ability that Dragoons have? What can Cid HIGHWIND in VII do and nobody else can? He is 100% a Dragoon, whether he can cast other abilities because of materia or not.
Cloud is a Fighter, Tifa is a Monk, Aerith is a White Mage, Cid is a Dragoon, Yuffie is a Ninja, Barret and Vincent would probably be Machinists now, Cait Sith is mostly a Gambler.
And you say VI doesn't have Jobs but we're getting a Job in the next expansion that is unique from that game.
You don't have to hate on other Final Fantasy entries or somehow imply they're lesser to prop your favorite up. I love IX. I'm not a fan of VII. But VII is just as much a Final Fantasy game and a solid JRPG and not "anime fan service" as IX is.

Also nearly everyone in IX is some flavor of multiclass.
Garnet and Eiko have abilities from white mage and summoner
Zidane is a thief but also a spellcaster
Freya is mosty dragoon with some fighter
Amarant is a monk and a red mage
Quina is a blue mage which already is a hodgepodge
The only two that could be argued to be "pure" are Vivi as a black mage and Steiner as a fighter. But even Vivi can learn the Healer ability.
