Safer Sephiroth Ultimate Raid

If they really wanted an FF7-ish Ultimate, we already have the Weapons.

Nah. If Kefka who is a far superior main antagonist only rated being the final boss of a raid tier then Sephiroth is just a MSQ duty boss :P
