Not really. You kinda have to moderate it yourself. With the proper tools it works to great effect.

This makes no sense. No GM would acknowledge that the system was being abused. They would either throw you in the gaol or they wouldn't.

They only bother to look if something gets enough reports. And even then, they tend to either ignore it, or nuke the whole thread. It's rare to see anything in between.
