Lucky Bancho's census is more accurate (though not completely accurate) because it's filtered to characters over level 60 that had changes appear in their Lodestone profiles since the last Lucky Bancho census (indicating they've been active in that time period).

Current active population over level 60 is Column N. So no surprise, Mateus and Balmung are on top (they tend to trade top spot). Both are currently locked for Congestion. Top 3 on Aether match the 3 Aether worlds currently locked for Congestion. Top Primal world is also locked for Congestion (not sure what prompted SE to lock Behemoth - sudden population surge maybe?).
