Every NA world has log in queues right now - it's patch week. Nothing new.
Players on every NA world are having problems entering Island Sanctuary and housing during normal and peak play hours. Island Sanctuary is new content everyone is trying out. Nothing new.
Wait two weeks and then it's something to revisit if it not being able to enter them outside of peak hours continues to be a problem (it's going to stay a problem during peak hours).
Last time Balmung was locked down as Congested for more than 2 months, Balmung players were complaining about how boring the game was without any "fresh blood" being added to its community.
Your best bet is to wait until the new NA data center opens in November (hopefully they don't have to delay it yet again) and hightail it off Balmung. You're always going to have problems as long as you remain on Balmung.
