Currently experiencing the same issue. Happened right after I logged post update and tried to complete levemete quests across several DOH characters. Tried different servers and the issue persisted. Came here looking for my ticket as well. I'll try dropping all the quests and adding them one at a time.
Yup getting the same thing. Sat on my 14 leve's to hand in. I don't want to abandon them because i will loose out on 14 leve quests towards the achievement.

Steps:
1. Accepted 1 tradecraft leve from Keltraeng
2. Complete said tradecraft
3. Talk to Chantine
4. Option only shows cancel
Issue also encountered when attempting to turn in multiple level 82 crafter leves at Old Sharlyan
Having the Same issue in Sharlayan. It's the same issue with the Fishing leves in which if you have more than one leve open it doesn't work!
Abandoned one of my quests and was able to turn in fine.
Same with Shue-Hann in Crystarium when I went to turn in level 70 Fisher Leves.
