Fairness is what people wanted... and this 5+4 is fair for the working/family person. If lottery always ran Monday-Thursday than this poor overworked (and likely underpaid) soul who can only log in on the weekends might never be able to enter.
By having it staggered, it means there will always be a time the entry period was the weekend as it rotates through. Round 1 starts Monday-Friday, Round 2 starts Wednesday to Sunday, Round 3 starts Friday to Tuesday.... see?
The system seems fair to me. I've lost on two larges. One with 13 bids and another with 135 bids. I put in my bid when it opened. Didn't check again for 5 days. Didn't win. Didn't expect to win. Sure beats checking a placard every 3 seconds for 24 hours. If I'm going to lose, let me lose with less effort.
While I think that 9 days is a bit long, not starting the lottery the same day every week makes sense as it allows people who may not be able to play on certain days due to RL obligations to participate.
The real problem is that all of that is pretty moot on populated servers as the pool of available private housing will be pretty much inexistent from now on unless they change the private/fc wards allocation: Empyreum private wards are now full, plots left vacant by people who relocated to Empyreum have been sold (and if such plots were located in wards 1-18, they have been removed from the private housing pool) and demolition is suspended.
And then by this notion FC's should lose the privilege for every member being able to place a bid on the house. And then only then FC leaders should be able to bid for the house. With no work arounds (eg. FC leaders switching their roles with members to input multiple other bids.)
This is since you want the system to be fair.
Fairness is subjective. There are all sorts of ways to set the criteria for what "fair" is based on your personal aims.
Personally I think it's fair that a FC with 100 players has a better chance to win a house than my little 7 member FC.
Considering the general lack of demand of FC houses at this point, it's also irrelevant. Any FC that wants a house can get one. It's just a matter of whether they can get a specific plot.
That reminded me: wasn't the pro-lottery argument before, well, our current era of lottery cycles that you could do something else than house hunt/click placards, which was boring and bad and life ruining and soul crushing.

Few days waiting? Sounds like perfect time to farm some mounts, or old relic, or catch up with that savage. You know, do something else.
It's kind of funny to me that THIS is the aspect people complain over (instead that RNG should be nowhere near the housing experience). You literally only have to wait for the cycle once until you get a house. Once you have a house, the cycle doesn't matter to you.
There won't be any soon sense auto demo is still turned off still. Just imagine if in real life to buy a car or home you had to enter a lottery to get one. It was better when if you was first to find the open plot you could buy it.
Which rarely happened outside of a short period right after new wards were added. Patch 4.2 was the only bright spot because they added 50% more houses despite the player base not rapidly increasing in size at the time (they were playing catch up on supply).
By the way, sometimes people do have to enter lotteries to get a house in real life depending on economic conditions where they live. Affordable housing is getting harder and harder to find in many areas.
