That is true only during Brotherhood. Otherwise, you always have room for 1-2 oGCDs after capping before your next possible Chakra generator.

If you're at 4 Chakra before a Raptor skill, about to lose the ability to position correctly, and your ping is too high to double-weave, you should be using True North a GCD earlier to ensure you have that time to use TFC without losing True North when it matters.

Riddle of Earth has 3 charges and twice the strength of Third Eye, with only twice its recast time. Until very recently, TE was only a 3s duration (now 4s). 3 GCDs of time on RoE, at least, is ~4 to ~5.5 seconds.

Yeah but Brotherhood is when the Chakras come flowing really fast, for me the issue isn't ping I think it's server ticks but I am not 100% sure.
Dragon Kick quite consistently registers the Chakra late for me at least while the others do it instantly, sometimes Dragon Kick registers it instantly too but it's extremely rare.

In the opener it's totally random, either I get a crit too and get two Chakras and it lets me use it before Elixir Field without the risk of clipping or if I don't crit then the Dragon Kick has like a 85% chance it feels like to register the Chakra like 3/4th into the gcd.
Imo it's just really shitty to lose out on it in Brotherhood too, it just feels bad knowing that you're essentially losing damage for something you can't even control or predict.
Imo it's just poor design, you shouldn't be punished for something that is ultimately outside of your hands especially not in your burst phase.
At least crit RNG is something everyone has to deal with, but not Chakras.

Right, but that's literally the only time you can waste Chakra without it being your fault. Outside of Brotherhood you cannot double-proc and you cannot proc except from/during your GCDs.

And, let's face it, if you were already at 4/5 Chakra, you're never going to know whether your own hit double-procced during Brotherhood. You just use TFC anyways. And if you double-procced at 3/5 Chakra, hitting the cap... cool, lucky you; now go hit TFC before your next GCD, even if it caught you off guard.

...And outside of needing RoE and TN both in the next few seconds or only being capable of single-weaves, you can also literally just mash Meditate/TFC after every GCD until the last .5s before your next GCD and never have to bother looking at your Chakra bar. No, really. It's actually pretty disappointing.

If I Dragon Kick and then at 3/4 of the gcd get my fifth Chakra then I have to weave it off True Strike or Twin Snakes, if either of those crit then I've wasted a Chakra because Dragon Kick just doesn't register it as quickly as the other skills.

Do you think it's fine as it currently is or would you be in favor of more Chakra to avoid overcapping?
I really don't see the reason not to add more.
If we're worried about the Chakra Gauge becoming bloated then the charges could just light up after five.
So you get five like now, and lets say you get double then the two first will light up and you now have seven.

I could go either way, since the lack of margin at least adds some urgency and something to track. The only necessity, I feel, is to make each weaponskill proc its Chakra in a more consistent(ly low) amount of time.

And as long as we're to give a max of 7 Chakra, I'd just go ahead and show all 7, though I might have the background opacity fade from left to right (start to finish) or the like so it isn't so visually intrusive. 7 is thematic, after all. The lit-up overcap portion, as you suggested, wouldn't be bad either though.
