To my knowledge, there was a male and female version of that one from the beginning. They didn't need to change anything as they were provided from the get-go.

As others have stated it may not have even been up to SE. That may even be why we didn't get new sets or weapons. They have to work the details out with the owner of the GARO license, and if they say no well... it's tough luck. It could just be that all they could do was get a license renewal and that was it, no modifications allowed. Just because MH had some changes, and it would have had to have had the approval of Capcom to do so.
Just wild speculation, but I suspect that since they are moving onto a seasonal system for PvP that paying for Garo until patch 6.2 let them get something out there that people can use wolf marks for while they work on newer gear. It's a heck of a lot easier to get the gear now than it was back when it was around originally.
The models are not even that great and the texture on the armor is Heavensward era, so it's not up to the same production level as late stormblood -> present.
Because they would have to invest time resources into adapting the sets to the missing genders... I would love it, but sadly can't see them doing it for an event that they are just re-releasing.
I actually find more likely for them to do the Valentione sets, because while it's an old event, it's still cash shop material.
While I don’t agree with them not adding missing gender support to existing clothes from the last time this event was around, I acknowledge that doing it now could add development time to items that already existed in the past; however, I still think that it’s a good effort worth doing.
What I can’t see them successfully defending for any reason is why there are now -newer- clothes added that -also- are arbitrarily restricted by gender, which is really lame and unfortunate considering how visually unique the two are; what excuse is there, if such a one exists, for the new gear sets not being made for both male and female characters?
While I would like to be able to mix and match pieces from both sets, this an example of something not being owned by SE. Garo is its own IP owned by a television company and SE cannot make the decision to unlock the gender restriction. Unfortunately if the IP owner says no, SE has to abide.
