Given how Garleans are portrayed, it wouldn't surprise me if anyone discovered that they had the talent, they'd hide it out of fear or shame.

We see plenty of racism in ARR. Eorzeans towards Beastmen, Garleans towards the Eorzean savages, even the various Eorzean races towards each other.
The story takes on a more accepting and hopeful tone, but some characters are still pretty damn racist. The Bozjans wouldn't accept Cid at first, even with the famous liberator of Doma vouching for him, and the Reapers in Ul'dah still make an effort to hide their Garlean heritages.
There already are Duskwights and Moon keepers in Gridania. Mother Miounne (at least her model), the ex-Serpent Commander, and the world’s leading biologist (found in Central Shroud but relocated to Gridania for certain quests) are all Duskwights. There’s a Moon keeper in Gridania as part of the archer quests and there’s a few in the hamlets at least as well.
They’re prejudiced against since they tend to be outside Gridanian control and the larger population doesn’t pay fealty to the Hearers or the elementals, as well as groups of bandits and poachers. The archer storyline talks about it a lot and that Moon keeper has to make a decision.
But that’s different than Garlemald where up until extremely recently, Gridania was in open war with Garlemald having already taken Gridanian territory and facing an existential crisis.
Pretty sure Yoshi-P or someone commented on it somewhere as well but I can’t find it.
Edit: Ultimately I feel like a Garlean race has too much going against it to end up being something useable by players. There’s no existing Garlean model in the game, they’re the antagonists, lore generally states for the race as a whole that they can’t use aether, and Yoshi-P said no more races (though we’ve seen how that’s gone).
I still think we need a third eye item/accessory and I’m surprised we still haven’t had one for this long. I was even half expecting us to get one in the EW MSQ or as a bicolor gem item.
If I could make a Garlean as gigantic, yet not built like a block, unlike Roegyden and Hrothgar, I'd love to make one!
I'm talking about how the way Zenos and Varis look.
I personally don’t mind if the Garlean gunblade and gear become Mog Station items. Or even in-game rewards for that matter. I’m just glad that Yoshida specifically said that he’s lifting the ban and that he’ll gradually add more Garlean gear in the future.
