They haven't made a decision regarding how many wards will remain First Come First Serve.
To be honest, with relocation no longer bypassing the purchase timer they might as well all be lottery. Any wards left First Come First Serve will leave players desperate for a house feeling like they must still continue to camp to improve their chances even if they have an entry pending in a lottery ward. The FCFS wards would represent multiple opportunities to acquire a plot during each lottery period while the lottery itself is only a single opportunity per lottery period.
No perks/advantages for those of us who were on the leaderboards during the Restoration, and that's how it should be. Someone's ability to purchase a plot shouldn't be contingent on being a crafter/gatherer.
If there are any FCFS wards in Ishgard when plots become available for purchase in 6.1, I would imagine it would be the same as the past. No timer for very first purchase then timer will kick in when a plot is relinquished/demolished.
No more specifics on how the lottery will work have been released since the live letter. I don't expect to get the details until a couple of weeks before 6.1 is released. I doubt very much they want to give players months to figure out ways to game the system and prepare.
Salt mines will be ready to blow regardless. People are still going to be unhappy when they still don't have a house because the lottery isn't a fix to the core system problems.
Personally I don't have a problem with allowing multiple FC members to purchase entries on behalf of a FC. The FC still has to come up with all the gil for each of those entries (which will be rare for most FCs) and having 10 chances out of 200 entries still means 190 out of 200 chances to lose.
