OP is talking about grind, not difficulty.
You've severely misunderstood the purpose of relics if you think they're supposed to be difficult to obtain.

There are three types of flashy, glowy weapons:
Relics require a Grind
Crafted EX weapons require Gil (or crafting + a little grind)
If you want difficulty, then you go for Ultimates
