Sharlyan isn't part of the Empire but that doesn't necessarily have any bearing on it being the 'big city' of the expansion. In Stormblood we got Kugane which isn't directly related to Dome or Othard for example, but actually part of the island nation of Hingashi. And since the empire is in ruines, the capital city there is far more likely IMO to be a dungeon or outdoor questing zones like how Ala Mhigo was handled than a city like Ishgard/Kugane/Crystarium.
Considering that we're going to Thavnair, Garlemald and THE MOON it wouldn't be too much of a stretch IMO for us to also hit up Sharlyan for th big city, especially with how important it's been in the background of FFXIV's lore and this being the last hurrah of the current overarching story before 6.1 starts a new one.
We are, as far as has been revealed so far, not going to Ilsabard outside of the Garlean ruins. Also, Thavnair isn't a part of the Garlean Empire either, they have some sort of trade agreement in place like Hingashi does. So far the only occupied territory we're visiting is the capital itself.
Additionally, it's already been commented by Yoshi-P that this expac's locations are scattered around the world because they wanted to visit major locations that have been mentioned previously but not actually visited.
We didn't exactly kill Thordan for 'being neutral' though.
Really though, if we have to kill their dad it's going to be because he's evil or something I don't see the game going the route of 'murder the obstructive beurocrat to save the day.'
Yeah even if Forchenault is an isolationist for Sharlayan, he's still in the camp who believes that those who do want to go to Eorzea and help should be free to follow their convictions and intervene even if he doesn't agree with them.
If anything, I expect instead a "The Reason You Suck" Speech to the entirety of their ruling board and how they're no better than the Convocation in how absolutely useless they are, perfectly willing to let the rest of the world go to hell until it directly effects them. Bonus points if the WoL is the one doing it while Azem's glyph starts glowing on his face just to seal the deal that it's AZEM, the star's greatest champion and guardian, telling them off.
