I've seen it said before, but they might just assume that a person knows exactly why they are there, so they don't feel the need to elaborate. Most people should know why they're in trouble, but some really are just that oblivious. Even so, I've always felt that there should be a reasonable explanation given to them, whether its from the GM itself in the gaol or via email. I did something dumb in WoW one time years ago and they were very, very clear about why I got a small suspension. I knew why I got punished and I knew I deserved it, so they probably didn't need to elaborate, but they did.

A lot of it is the very simple factor that one person might see something okay, and the other doesn't.

That's why it's important to explain why, because to me, the F word isn't offensive, but it's enough to give a suspension. Their reasoning for making the ToS more vague was to stop people teetering the line, but the problem now is that if you accidentally teeter into the vague and you didn't realize it, you aren't actually sure what you did. And if you aren't actually sure, then you can't correct it, meaning you have to take extremes to make sure whatever you did doesn't happen again (ex: turning off chat entirely, like I have to sometimes now.)

The line not to cross is simple - use the grandmother at the dinner table method.

Unless only surround by your friends (on discord even), you really should assume your gran is listening, because somewhere, sometime, she or someone her age could be. Drop a cuss word in public around strangers and expect your gran to jump out of the bushes and give you a clip round the ears.

Transparency for the sake of "protecting" players is silly because if an offender is stupid enough to seek retaliation, it's just going to escalate their punishment into a proper ban if they had just gotten a warning previously.

You can't learn from a mistake if you don't know what the mistake was in the first place and this is an odd case where the offender was actually cognizant of what they did wrong.

Surely you are aware though, that even though you are not personally offended by the word, that it is considered rude and not something you should say in public - at least in this game?

And if you did use it regardless, then got a warning for profanity, you could put those facts together and conclude that you should stop saying F in the game.

In OP's case it's clear, but people have gotten a strike for using Rescue to save people from AoEs, you know... the way it was intended to be used.
It's not always clear cut.
I do feel SQEX could and probably should be doing more to inform people when they get gaoled.

To be fair I'm quite certain of what I did wrong... Not to the exact instance and I'll be quite mad if I find out it was some small innane comment instead of the toxic bile I know I put out there. But I am fairly aware of why I got the Report and the Jail, it was entirely justified.

Except my Grandmother seems perfectly fine with my cusses, so long as I don't cuss at someone specifically. Which... I guess my point, different per person.

If I have to base it off of public experience, I was once talked to because I attempted to assist a customer in retail, not because of anything I said, but because my line of work ends up having me go through the entire store at times so I saw her in two completely different locations in the store.

So if I work off of that, I can conclude I shouldn't interact with people, because they might and have chosen to take things in interesting directions. Point is still there.

In my example of the F bomb, I only, and ONLY know that's the case because not only do I seem to rarely break the tos (This took 5 1/2 years), but the player repeatedly reminded me after the content how reported I am, and should expect punishment. Honestly, you'd think how hard he went at me, that he'd get flagged for harassment himself.
