My chat windows are designed to segregate those messages because they're often filler.
Launcher said the date, never said what services would be included to inclue the boot launcher. In most games the version check is independent from the actual launcher itself.

100% this. When I log in, I got things to do people to say, dont sit there reading the generic server announcements.
Imagine if I told you, the kitchen is out of service.
Ok, well what part of the kitchen is out of service? The food prep, the fridge? The people? Specify what exactly is or is not going to be there, this is communication.
They did not use all available platforms and even if they did, they never specified "Boot Version check" would be offline, I can promise you that to all Keyboard warriors out there
Glad I'm not the only one. I did delete and reinstall. Guess I'll now have to spend 1-2 hours having it download again when everything is back up and running again. Don't be like me kids, research first.

This can happen with major patch updates. Once servers are back up everyone will be able to launch the version check with no issues. I've seen this happen a few times before. No cause for worry.
On that note, the server connection appears to be working on my end now. Try it again.

It's also on the launcher under news for weeks prior to the actual maintenance.
It's announced in the game in your chat box.
They tweet about it.
It's on the official site.
It's on the forums.
They talk about it extensively in 2 different live letters on average.
They talk about it in interviews with various gaming news networks.
People talk about it here, on reddit, podcasts, YT, etc as soon as we get even small scraps of news.
You also passed multiple announcements and links on your way into this very forum, to complain that there are no announcements.
You need to almost purposefully ignore it to not know there is maintenance going on...
Also I highly doubt you reinstalled windows and bought new cables, that is clearly some weak elaboration. If you knew to do that as a (usually last resort) troubleshoot, you surely know how and when to do a minimal google search when only 1 game/app on your PC does not work.
