Very much so. The thing with PS4 targeting is that it uses the D-pad buttons, which are also skill buttons while you're holding R2, so I can't be preparing to hit the button until I've set the target first. Rescue is also situational enough that I can't afford to have it on the top layer of buttons.
So it's:
1. Identify that person is in trouble
2. Target the right person in the list (4-5 presses)
3. Press R2 (or double-tap R2 for the expanded menu) to activate skills
4. Press Rescue
5. Hope it works.
It's only really successful if I'm certain ahead of time that the person will need rescuing, and it's still a lot of buttons to do it at the right moment.
