They never should have been taken out of the game, nor should they have been locked behind the horrible PVP in this game.

A) Wasn't the FFXIII-event two or three times running before stuff appeared at Mogstation? (Hadn't played 2.x at that time, so can only guess from what I heard.)
B) And hasn't Yokai been announced to have a third run this year - including the so far missing job-weapons?

Sure, I'd like for them to be back in the game, but there's almost zero chance of it happening. Squeenix isn't gonna give Mappa (the studio that did the most recent Garo anime) free advertisment, and Mappa isn't gonna pay for advertisement for an anime that's 2 years old. They were removed from the game no doubt because the initial contract period was up.
It's similar to how the Berserk gear was removed from Dragon's Dogma for the Dark Arisen release. It came out some years after the Berserk movies were out, so the movie studio wasn't gonna pay to keep the stuff in the game, and Capcom wasn't gonna give them free advertisement because businesses don't do that generally speaking.

This, they likely signed a limit contract with whomever owns the rights due to the promotion tying in with a Remaster for the original 2005 TV series. The GARO promotion was never meant to last very long at all and they gave us advanced warning that it would be leaving well before it was taken out of the game. It sucks for people who joined after the promotion ended in 5.1, but everyone else had a period of nearly three years to get items from it particularly since the Frontlines daily exists and gave out 1,000 Wolf Marks simply for participating as Ursa noted.
As for whether or not the contract will be renewed, it's entirely up to SE and GARO's parent company to strike another agreement. GARO: Versus Road airs this year which would give them justification to do another tie in, but the fact that SE didn't renew the contract makes it seem like the two sides couldn't reach a mutually beneficial deal to begin with.
Naw, they were in the game for a really really long time to be fair and they made clear that these items were going away. I would rather them focus on new events please.
It never felt like an event though. It wasn't a short-term promotion; there were no quests attached to it. I wouldn't even know it was a crossover if I hadn't been told. They were just there.
Saying it shouldn't come back so they can focus on new events sounds a bit like saying all the Alexandrian gear should be dumped so they can work on something new.
Having it there long-term wasn't taking away from anything else or preventing them from running other "temporary feature" events in the meanwhile. It wasn't taking resources away from anything else.
Obviously it had to go for reasons beyond their control, but they didn't remove it just to keep it exclusive.
