Willing to bet this will either be through PVP or MGP. Especially considering the new dungeon uses a different set.
Doesn't make any sense otherwise since Yorha should have outfits relating to it if it's going to follow the trend of Ivalice. -

Almost certainly the new PvP sets.
The dungeon set has already been revealed and it isn't especially Nier-y, maybe if you squint a bit, but I expect we'll get something more explicitly Nier from the raid. -
