I've always wondered why there isnt a world chat or at least a (trade) chat interconnecting all the cities. Regional would also work as well imo.
Agreed with this but I'd also add the caveat that you need to have been playing for two weeks or more on a character, not just the account, as well. Most gil spam bots are hastily deleted after a few hours to avoid detection, and adding a time lock out would keep the ones that can bot through the MSQ in a few hours out of the mix.
Also regional > world chat preferably.

In every MMO I have ever played, Regional/World Chat has been a complete dumpster fire, without exception.
Comparison is the theft of happiness. Shout chat exists, and people can turn it off. This chat would exist, shuffle most of the /shout regulars there, and it would be entirely optional.
FFXIV is an mmo that often has a poor show of bringing players together for most of the game. Fellowships can link to CWLS- sure. But what if you don't want just a social group in a limited pool of 100 or so people for a specific topic? Shout chat is just for the area you are in, and if you want to chat while gathering or crafting while not in a hub, you have no options outside of becoming a mentor or being invited to the Novice Network provided you're still a sprout. Novice Network, just like what I am suggesting, is optional.
In light of the updated rules and policy, no world chat means less interaction, less interaction means less chance of people violating the rules, less chance of people violating the rules means less need to moderate.
Thus, I think the chance of a world (or even regional) chat is very small. Stick to novice network/linkshell/fellowship/shout chat/free company.
