No amount of penalty is going to allow people to be held hostage in a duty they don’t want to do. 30 minutes is enough of a time out to make one consider if the time spent in the duty is worth the reward.
Did it today and had to kick other healer they just afk at the start. Made run a lot harder me being only healer. Right at last boss fight another healer joined in progress. Ones leaving think is doing there roulette and not getting one they want so they leave. For moogle tomes can just queue up for the one that gives 10 tomes. Don't know why they run it for the event tomes get them much faster just doing pvp.
Maybe with some of these roulette's they are going to have to go the PvP route and have one specific instance that day. People who que know they are getting X and no Ilvl cheesing or group dropping will change that. Discussions of the penalty are pointless, when we got 30 mins people complained that was to harsh. You just aren't going to get enough support for stiffer penalties. But SE has shown they can force players hand when they don't want to do something or they can do nothing
This is what has been annoying me. I always have join party in progress on, but i got no tomes for doing so. Even though in one of the cases i joined before the first boss gate closed and i got in. Still didn't get the tomes. It's just not ok. Getting penalized for helping groups in need. I might have to turn it off for the duration of the event.
Now you'll have people demanding to be kicked and refusing to do anything except auto-run so they aren't AFK kicked.
If you make the penalty too severe, it will discourage people from touching roulettes entirely. Why would I risk a DC making me unable to play the game for 24 hours—which could impact my static—when I can just cap through hunts? A ton of players would never look at roulettes again, making queue times absurdly long.
Yeh, no one should be allowed to leave a duty without harsh punishment. Their cat caught fire? Well, too bad.Toilet ovrflowing from sewer malfunction? Better make sure you don't leave the duty, but also don't afk, because some salty person is going to report you and make sure you get punished lol.

◆Obstruction of play
"Obstruction of play" means all behaviour in general that obstructs another person's game play. Below is a non-exhaustive list of examples of obstruction of play:
・Spamming
This means using chat (including Quick Chat and Emote) to obstruct another person's conversation, or obstruct the use of mog letters, etc., for example, by sending an excessive number of unnecessary items in mog letters, etc. Even if obstruction was not the objective of the behaviour, it may be deemed a violation if another player is actually obstructed by the behaviour.
・Obstructing transit/progress
This means obstructive behaviour such as group blocking of passages or facilities along which many players pass or obstructing another person's game play progress, for example by overlapping an important NPC deliberately for a long time.
・Improper expulsion voting
This means excluding another person by manipulation of expulsion voting.
・Intentional leaving or disconnection
This means obstructing another person's game play by intentionally leaving the game or disconnecting from the server.
・Other obstruction of play
This means all other behaviour that deliberately obstructs another person's game play by some means.
So there is a penalty if caught and reported for it your risking a suspension/ban, but the hurdle is proving that the D/Cs were intentional, someone disconnects at the start not saying anything you can't do much and report will probably just get put aside, person says not this again or kick me then D/C then you probably have a more intentional case still be hard to prove unless consistent with said duty etc.
It's not new with the event. Been happening a lot because people are leveling alt classes both for the new classes and to level everything for the amaro mount or to do all the role quests. So they want the much higher exp that Prae gives.
As for stiffer penalties, I get it. It sucks to wait in a queue for hell and ever and then not get to run. But further penalties will just either rope in innocent people with legitimate reasons or will put people off roulette, making the queue times even worse. That's not really a solution. It's just passing the irritation around.
