This is how this train of thought sounds.
The viera look exactly like how they have always looked in their starter gear. You can make your character wear w/e you want so REALLY the only thing to look at are emotes and poses as these define the perona of that race and you can't control that ... and they don't have stripper or w/e emotes sooooo yeah, make em look like you're dream warrior.
I think that was just their reveal trailer's fault tbh. They're 100% delicate Victoria's Secret models there, because fanservice, whereas the one in the Dancer reveal looked like she could stab you in the face with her heel and enjoy it.
Personally, and I know I'll be in the minority here, it's exactly because they're relentless warriors that I'd prefer their emotes and mannerisms to be more stern yet elegant, without entering 'kawaii' territory *looks at Miqo and Au ra*
Its just how our society is honestly...at least in the west. It's very double standard on certain things.

It's relevant that's it's referencing 12, but at the same time it's not. That design still remains, and it's problematic, and it's something that could've easily been changed because even if that was "okay" then, doesn't mean it is now (though that in itself doesn't natually mean it has to change, of course). It's surely the race that's important, not the clothing being the same. Though, I agree with what you're saying about it not being seen on all the NPCs; in that it's probably the racial gear. When I rolled my main miqo, I sighed and rolled eyes at what she was wearing. This will just fall in the same category - though I'm not intending to Fantasia over or roll a bunny girl (I want a boy!).
So that reveal was hopefully just fanservicing one particular demographic which is sort of sad, but there's nothing that can be done with that now as it's already out there. What they can do in future is remember there's more diversity in their fanbase as a whole, and they should not skip out on providing the same service for all. Perhaps the devs could consider consulting a range of people of all genders, ages, countries, for tastes, in future, for a fairer outlook.
There's one glaring issue with this (though I mostly agree with your comment, and where I don't it's a different topic for discussion) - we don't have male viera. It just doubles down on the visual issues as a result.

In all seriousness though, how is this a problem? The Hrothgar are essentially shirtless and no-one's batting an eye. But heaven forbid a woman shows skin. I'm nowhere near as buff as a Hrothgar, but I'm not so insecure about my size and weight to go so far as to say "buff, shirtless men are problematic!" I see them and say "Hells yeah, they look awesome!"

If you watched the Paris I think it was fan fest, the team actually had trouble doing the scene when yotsuyu was stepping on gosetsu head, said it would have bumped up the rating and basically would have killed the game, Yoshi-P said himself times are hard to add stuff what's acceptable or not now, the team also can't add gambling and the list can go on.
I should also add you can't just wear what you want in the west, are you crazy?
You also can't design female characters how ever you like now too, maybe if you keep it yourself maybe. Not to get TOO deep into and but a lot of social media actually put a ban on a "certain" type of design for anime characters.
