Ok no problem until today patch/hotfix FPS drop from 60+ to 30+. Clean restart PC with ccleaner clean (ccleaner deletes everything old, including things from web browsers and their cache) start. Then FPS ingame back to 60+, don't know why this occur. I start testing now and see how long this "good" FPS will remain.

If the clean restart is helping, it sounds like there is something running in the background interfering with the game, but I can't tell for certain. Please let us know if the issue returns.

Well, your GPU (the GTX 660) is pretty low end. Get at least a 970 if you want to have less performance issues (likely enough to run full graphics at 60fps). Also, 32 gb of RAM is overkill. It would be basically impossible to use all that at one time.

No new program or other thing running in background, i check that. Clean restar with help ccleaner no problem, i think maybe something that ccleaner "clean" i the problem, bud ccleaner clean only old data from system, "trasch can" and all data from webs browsers. There is thing that maybe is clue ccleaner clean all "saved" data from internet explorer (temporary files, cache data, etc). Maybe there is something that change FFXIV and nVidia driver communication and as result ingame FPS drops. Yesterday i see FPS drop from 60 to 40FPS, need restart due antivirus software update, and after this ingame FPS go back to 60. Other theory is that my GPU is old and maybe has some HW problem.

Well when my old PC die, i salvage what is still in good condition (GPU and HDD) and insert to my new PC. My new PC is build to not need uprage for some years, hence is "strong" and because this there is G.Skill 32GB RAM. This year i hope to buy new GPU (nVidia 1050TI) not too good, still better that my old GPU.

I want you to clarify something. When you say the FPS drops from 60 to 40, where exactly does this drop occur? Does it occur while you are playing in the same area, or only after transitioning to a new area? What resolution and graphics settings are you using? Your GPU should be enough to run the game but that does mean it will be perfect at all times.

FPS drop at start game and continue in all places, if FPS drop from 60 to 40/30 then in all game i see max 40/30 FPS. I use high deskop graphic setting with few changes (low graphic on distand object). My resolutin seting on game is 1280*720 window, then window is maximise and my screen seting is 1920*1080. FPS drop lately occur only after patch/hot fix, or after four days of PC running. I thinking that after four days of PC running, that my GPU is in overheat problem, bud not. GPU temperature is max 74C and no higher. I think that is not bad temperature for GTX 660 in full work.

can u please check your temps and conditions while playing and the error occurs? for that you can run HWInfo64 or HWmonitor in background to check that.
Please disable FPS Lock and FPS Limit in Background also in the FFXIV Graphic Settings completely, as this forces vsync if the GPU is unhandle to maintain max FPS. Also please set windows energy settings to maximum performance.
FFXIV normally runs very fine over hours.
Also please attach a full dxdiag to the post for us to check if there is something wrong.

Do you have a way of monitoring your GPU usage? Do you know how much of the GPUs power is being used while getting 30-40 fps while at 720p?

For GPU usage monitoring, yes i use Open Hardware Monitor program and FFXIV use 100% of GPU and temperature is around 72-76 celsius. I dont use any program to see how much power GPU use, bud my computer power source is 750W and GPU use extra six pin power cable.
I install CPUID HW monitor and he shows that GPU use 100% power in FFXIV, still i don't see how many watts GPU use. Bud i think that 750W power source is sufficient for my PC.

Eledra, Thank you for posting on the Final Fantasy XIV Technical Support Forums
It's likely that your PC is having trouble because the expansion is a bit more graphically demanding. The system requirements for both of them are different. You likely meet the minimum requirements for A Realm Reborn but not expansions.
This leaves us with little to suggest unfortunately, just because the Stormblood content is designed to be more graphically demanding and requires more power. However, I would suggest lowering the settings a bit more if you can and make sure your laptop stays cool (make sure the vents are not being blocked, etc.). Unfortunately, your options for fixing this may be a bit limited.
