This isn’t much different from people that log in solely to keep a house. If you can pay in advance, I can easily pay for an entire year’s worth of “rent” or “fees” or whatever euphemism you want to use for this system, and then unsubscribe until I feel like coming back. And my house would still be there. The “pay in advance” feature of this is effectively working against the auto-demolition, which a few people have already pointed out to you, and is no different than the players that log in every 44 days, touch the summoning bell inside their house, and then log out until the next Day 44 of Demolition Countdown.
This system will not stop housing flippers, or house-loggers. They will just work around it, because unless the fees are exorbant (which would be unfair to the casual player who earned just enough gil to purchase and furnish a house, and do not make millions of gil every day from crafting or what have you, OR farm Poetics or Wolf Marks or GC seals or MGP endlessly, no matter how easy they are to come by), they’ll just pay their “fees” in advance. Or charge house buyers the fees they’ve had to pay up until the plot they’re trying to flip sells.
What you have suggested is not a solution.
