Add Swimming to Limsa Lower Decks

Unneeded, there are enough swimming holes around and the devs hopefully have better things to do.

It goes without saying that we technically shouldn't even be able to do half of the things we do in game. The issue of drowning is a bit moot, seeing as we're blessed by a TMNT to... you know, not do that. I hate to play the "it's a Final Fantasy game" card, but... It's a Final Fantasy game.
Not to dump on your perfectly valid points though. I'm mostly being facetious here. :P
When swimming was first announced one of my biggest hopes was that we'd be able to swim where ever (wishful thinking, I know). I'm not demanding that SE allocate valuable resources to adding slightly-more-than-aesthetic swimming features to old areas, but it would be really nice to have the option... deadly risks notwithstanding.
