Mateus is also an RP server now I believe and Shiva is the EU RP server.

Too many connections connecting to a full server, plus maintenance put on hold until the release of the Stormblood patch for early access :/. Wish they wouldn't hold the maintenance, server maintenance is really important.

Do people get to choose where they transfer to? My FC has been kicking this idea around, but we want to go to the same server.

Yes, and you can transfer as many characters from one server to the same server at once.
