Asking for a costume to be thrown in the mogstation makes it more likely to happen as the dev time gets immediate return in terms of money and solves the "want it now" desire that many people have when it comes to costumes like these. The alternatives would be...
Asking them to make it craftable, which will deny a lot of people the ability to get the outfit due to outrageous overblown gil prices until the outfit gets added to Aquapolis for the raw droprate to fill the supply needs.
Asking them to put it into Gold Saucer, which is unbearable for a lot of people and would place the outfits either out of reach or months away even with weekly challenge help.
Asking them to put a quest in, the least likely possible way for it to get implemented as this costs considerably more dev time and can spiral out of control where people start asking for all outfits to get their own quests.
Asking them to put it in Veteran Rewards, where it will be so far back in the list that 90% of the population will not get it unless they are willing to drop a lot of money to buy game time up front, or by the time they do get it they do not want it cause they are burnt out on the game.
That being said anyone who does want it in the mogstation would not be against it being made craftable and a Aquapolis drop as well. Implementing the outfits in those 3 areas is the easiest method of putting in new glamours with the least amount of dev time required and maximum possible ease of acquisition. So long as there is the ability to get it within a reasonable timeframe (or the moment the impulse hits and the wallet opens).
