Parley is super easy. It takes no skill at all. There's some degree of luck, but beyond that, there's no challenge. The only skill at all (beyond basic pattern recognition) is deciding whether to go for the highest-scoring option, or as others have mentioned, going for an option more likely to leave your opponent with no good options.

Parley isn't bad it just doesn't have enough to it. It could be developed further and bee more interesting, but it feels like one of those things they half finished and never came back to.

Yeah. The different tiles are different subjects and parley is supposed to be a sort of diplomatic game of sorts. if certain tiles countered other tiles, or something, it'd become a lot more interesting.
