Play a bit more and you'll see that reason is BS.

Screw Padjal, I just want to play a character with the body and height of the Padjal and Alphinaud. I hate how the only way to be short as a male character is to play a Lalafell. I realy hope the next race will have short males with slender body type.
Well... she'd expressly asked the elementals for leave so she could form the Twin Adders to fight the Garlean threat. The Garleans were encroaching on the Twelveswood much as the Ixal were, but factors more in 'efficiency' thanks to magitek. Understandably, the elementals gave her a wave cause hell if aether-powered machinery didn't pose a bigger threat than a bird-man with an axe. This isn't really a 3.0 thing, she's shown overseeing the Twin Adders at Carteneau and attending meetings in Ul'dah.
They act as intermediaries between the Elementals and mortals. Without them, there's no communication possible between the Gridanians and beings that could wipe them out at a moment's notice.
Kan-E has to leave to fulfill her duties as head of state and commander of the military, but that's not a problem with Rayya-O, O-App, and E-Sumi. A-Towa-Cant's the only one to have left for personal reasons.
Yeah I think the way it works is the Elementals have to grant express permission for it to occur, which is why Kan-E-Senna can leave, because without her and the Eorzean alliance who knows what would happen to the Twelveswood, but Raya and her brother are stuck in the forest. I guess A-Towa-Cant just got the favor of the Elementals to go around doing cleansing rituals and all elsewhere in the world.
In a recent live letter there was talk of actually doing Viera in XIV but they couldn't make them unique enough to not infringe on the uniqueness of Miqo'te. So instead we got Au Ra, which were also going to be even more unique than what we got but there were fears of being maybe too 'unique' for the home audience (i.e. Japanese). Honestly, kind of glad Viera never happened. People seem to be managing just fine playing at Viera with the bunny ears.
