Personnaly, i don't think it's twin.

If i could choose, it would be the midgarsorm (i hate to write it, i never know how it's spelled) minion who will become stronger during the ishgard campain and evolve to become a riding dragoon.

That will be really cool

except the colour scheme is different, it has a nuro-link (which twin/storm has ) and its also a wyvern (its arms are wings) while midgarsomrr is a dragon (visible arms)

Twintania isn't unique to her species.
She's just one of many from her taxia.

So while it may not be Twintainia herself, considering the warrior of light destroyed her already, it's not impossible for another of her kin to be around.

I doubt they'll put that in Coil.

Raids tend to become completely and totally irrelevant later for good reason.
