You can call me or others rude all you want. What I find hilarious about that is ppl that actually help and point out the exact issue, confirm it, and having to continually repeat straightforward info to someone like you continually complaining and giving excuses. Then a poor snotty attempt with sarcasm.
Some banks simply hate foreign transactions - it's also an oversensitivity to fraud prevention, which is both good and bad. So in all reality, it is your fault if you chose a bank that will consistently decline foreign charges - there's nothing wrong with that because chances are unless you already were an avid importer you wouldn't have known.
This is probably not an option for everyone, but you can purchase WebMoney vouchers through third-party sellers and use a WebMoney account (or the vouchers directly) to purchase your Nico Points. Most third-party sellers will require you to provide ID or a letter/bill showing your name and address to prove it's really you, however.

Item codes will be sent to the email address used when registering for your niconico account.
When purchasing a ticket, please be sure to confirm your email address.
Please do not change the email address registered with niconico until you have received your item code.
If you purchase the premium stream by December 21, 2014, codes will be delivered 5 days after the stream has ended.
For players who have purchased the tickets with timeshift, we will be sending out a batch of codes once every week.
No issues here either, but I tend to have very few problems with UK banks and international payments.
