I'll back you up there. I've never been able to do dailies more than once. If anything, the only time it gave me a new set of marks after I turned in the completed bills was because I didn't turn them in the day before.

Love the changes with B ranks; my only concern is early pulls causing even more drama now with A ranks. My hope is perhaps the B rank changes will cause fewer people to hunt A & S ranks, but I have a feeling the only real change will be more people doing their dailies.
Time will tell, I guess.
You can always do what human beings have done from the beginning: kill it for fun because it's there. Since they have a 5 second re-spawn and don't give rewards to other people without a bill, you don't have to worry about a mob of people showing up, cursing you out, and blacklisting you for having the audacity to fight a B-rank by yourself for fun.
On a more serious note, I'm optimistic that these changes will go a long way towards fixing things.
Are you SURE what you did wasn't something like:
Pick up bill on Tuesday, but only clear it on Wednesday, then go back and get a new set (which was really Wednesday's set), which made you think you could get a 'new' set just for completing your first set, but really was just 'clear old set, get new one for today' kinda thing.
Because as others have told you, I've also tried to see if I could pick up new after completing my first set the SAME day, and nope, same mobs.
So either you mistakenly had an old set from another day+picked up the daily, or there was a glitch in the matrix.
Changes seem good, kinda slightly bummed out that forming hunts alliances will be a bit harder to do and organize than expected, since it doesn't seem they added an option to the Party Finder for alliances and most likely won't be added until 2.4 or later. At least alliances are still feasible for them and we finally got an option to form them in the open world at all, so it's not so bad.
But see, that's the thing. The thrill is gone. I used to love attacking a B all myself, waiting for a hunter to see me fighting it, then getting all up in arms calling me a greedy bastard, then try to steal hate and reset it until the horde arrives. Now, they'll just go, "Meh," and move on.
